Prof. Jagdish Mukhi was born to Late J.R Mukhi and Late Laxi Devi Mukhi on 1 December, 1942. He married Smt. Prem Grover in the year 1970, and they are blessed with a son and a daughter.
Prof. Mukhi gained a Bachelor of Commerce Degree from Raj Rishi College in Alwar, Rajasthan in 1965, followed by a Master of Commerce Degree from the University of Delhi in 1967. He was an IPS officer, but resigned after training. He was a Professor at Shaheed Bhagat Singh College, Delhi University, until the time he entered politics. During this period, he authored a book titled 'Company Law & Secretarial Practice’, and also made remarkable contribution in preparation of study material for Institute of Company Secretaries of India. He was awarded a Doctor of Philosophy Degree in Finance from Kurukshetra University in October 1995.
Prof. Mukhi moved to Janakpuri, Delhi in the year 1973. He became the General Secretary of the Janakpuri branch of the nascent Janata Party in September 1977. His first election success was in a 1980 by-election for the advisory Delhi Metropolitan Council. He made valuable contribution to the Estimates Committee of the then Delhi Metropolitan Council. He held the role of Minister of Higher Education, when he launched the Guru Gobind Singh Indraprastha University within a record time of 8 months. His role in the commissioning of the Delhi Metro was also highly appreciated. He represented Janakpuri constituency continuously from 1980, and has won seven continuous Vidhan Sabha elections from the same constituency. He was awarded twice with the Best Member of Legislative Assembly (MLA) award in Delhi Vidhan Sabha.
Prof. Mukhi has worked at all levels in the Bharatiya Janata Party (BJP), and has given his best performance as President, BJP Mandal Janakpuri; General Secretary, BJP West District; President, BJP West District; General Secretary, BJP Delhi; Prabhari, BJP affairs Jammu and Kashmir; and Prabhari BJP affairs Haryana. His political acumen was highly appreciated in the Lok Sabha and the Vidhan Sabha elections of Haryana, where Bharatiya Janata Party (BJP) recorded its best ever performance in Haryana, resulting in the formation of the BJP Government in the State without any other political party’s support.
His past positions have included the Minister of Finance, Planning, Excise and Taxation and Higher Education in the Delhi Government. He was awarded the Best Finance and Planning Minister by the then Planning Minister, Pranab Mukherjee in 1997. Prof. Mukhi served as the Lieutenant Governor of Andaman and Nicobar Islands from 22nd August 2016 to 7th October 2017. He succeeded Banwarilal Purohit as the Governor of Assam.
Prof. Mukhi took the Oath of Office as the Governor of Mizoram on 9 March 2019.
