Governor Hari Babu Kambhampati distributes Government Online Excellence Awards, 2021-2022
Aizawl, the 12th May 2022: Department of Information & Communication Technology (ICT) Government of Mizoram organised Conferment of Government Online Excellence Awards, 2021-2022 and Inauguration of online domain registration & website monitoring system at Vanapa Hall, today. Governor Haribabu Kambhampati graced the occasion as the Chief Guest while Pu Robert Romawia Royte, Minister of State for Information & Communication Technology (ICT) was the Guest of Honour.
The function commenced with Welcome Address by Dr. Renu Sharma, Chief Secretary to the Government of Mizoram/Secretary, ICT Department, Mizoram. This was followed by Technical Report from Pu C. Lalrinfela, Informatics Officer, ICT Department. After the address from the ICT Minister, Governor Hari Babu Kambhampati addressed the gathering. After his addressed he announced the name of the state departments who won the Government Online Excellence Awards, 2021-22. Governor also inaugurated and launched the newly developed application softwares – ‘Online domain registration’ & ‘Website monitoring system’. The programme conculed with vote of thanks proposed from Dr Lalthlamuana, CIO/Joint Secretary, ICT.
In his inaugural address, Governor Hari Kambhampati lauded the incentivizing effort of the department of ICT under the aegis of its Minister. As he congratulated all the winning departments and the institutions, he also urged other 300 plus organisations who have registered their websites under ICT to come forward with a better upgrade, updates and renovations.
Governor stressed the need for more focus in utilizing IT Enabled services by departments to ease the transactions of business, to ease how they communicate with their clients, to ensure transparency and eradicate corrupt practices. Taking this opportunity of addressing large gatherings of the state officials, he gave a frank reminder that the majority target beneficiaries of the state are still unaware of important and beneficial welfare schemes such as the Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, Atal Pension Yojana, Pradhan Mantri Ujjwala Yojana, etc,. He urged every official from the top to the bottom in creating public awareness, and disseminate information on these schemes to the general masses.

ICT Minister Robert Romawia Royte spoke of the several initiatives taken up by his department in improving the serviceability and accessibilities of the entire state departments through IT-Enable Services under e-Governance. He congratulated the winning departments and he also welcomed all the departments who are in need of the assistance from the ICT department in Web Services and other IT-related services.
While recognizing the usefulness of the Information Technology he also pointed out the unfortunate effects of the misuses of IT especially in the area of Social Media. He had warned that IT literacy alone with knowing one’s responsibilities is a dangerous thing as it had affected the lives of many innocent victims. He insisted that everyone benefiting from the advancement of IT should be responsible, IT-Educated and should be ethical.
Dr Renu Sharma, Chief Secretary & Secretary for ICT in her welcome address also stressed the importance of interactive websites. She had highlighted what the users usually complaint about some unresponsive and what the users expected. She said that the government website should not mere be an advertisement and display board of the department, It should rather serve, offer services, response and interactive.
As per the technical report, Website Monitoring System is a joint initiative of General Administration Department (GAD) and Department of ICT, Government of Mizoram. It is an Online Analytical Software that monitors content publication and update regularity of various Departments and Institutions websites hosted by ICT. Reports can be generated from this system which will be submitted to Secretaries meeting to review their performances. Online Domain Registration System – Domain Registration is one of the key services provided by ICT Department. Starting from today, all Domain Registration will be fully online using this System. Any Government Departments or Institutions who are willing to host their website and other online services with ICT Department can register and avail these services. Both services (Website Monitoring System and Online Domain Registration System) that will be inaugurated today are developed in-house by Department of ICT.
Government Online Excellence Award 2021-2022. Starting this Financial Year, the existing Government Website Excellence Awards is revised and renamed as Government Online Excellence Awards to incorporate more services within the umbrella of the awards. A new Guidelines for Government Online Excellence Awards is published in February 2022. As per this guideline, Four Categories namely Official Department Website, Official Institution Website, Best Online Service Initiatives and Special Recognition are created along with Technical Evaluation Committee and Selection Committee. Details for qualifications and committee are mentioned in the Guidelines which can be seen at ICT Department website. Among the 334 domains hosted by Department of ICT, Technical Evaluation Committee analyzed 89 websites in Official Department Website category of which 12 were qualified for top 10. Under Official Institution Website category 41 websites were analyzed of which 13 qualified for the top 10, Under Category 3 for Best Online Service Initiatives 6 online services were analyzed and Under Category 4 for Special Recognition 6 online services were analyzed. Each category were analyzed on pre-defined parameters and mark weightage given in the guidelines.
